What is the switch for? The pump? Is it frozen. There are three for four diaphrams involved in the pump and if any are frozen the motor would not turn. Or you could be getting some 60 cycle vibrations from the water heater element. Sounds like you have some pipes frozen Get a hair dryer and start thawing.
