If you are hooked up to city water, the pump shouldn't be involved at all. It shouldn't be turned on, and it shouldn't buzz or run at all, ever.
If it has been below freezing and now you have no water, the line is frozen somewhere. Probably the hose outside at the least, maybe lines inside the coach. And you will get no water until they thaw. Beyond that, there is a high likelyhood of damage and unless repaired, leakage and further damage to the structure of the rig.
It is clear you are no expert in these matters. It is also clear that you do NOT need the advice of the forum nearly as much as you need to hire a local repair guy to come out, inspect, and repair whatever the problem is and get you pointed in the direction of not having the problem repeat next time it gets cold.
Go back to "square one".....then ditto the above -
Make sure there is water coming from the city water connection at the hose bib - where you connect your supply hose.
(To determine if the park's water line/s are frozen)
Disconnect the supply hose at your RV - turn the faucet "ON" - and see if water comes out the end of the supply hose.
If the answer is "Yes" - you know the problem is somewhere *inside* your RV - - and proceed with the suggestions already offered.
