Not in residential areas. If federal or I think state money is used for roadways, then they need to be 14'. I looked this up a while back, and may not be remembering it exactly right, but close.
I would let the city know their failure to trim the trees has already damaged your trailer, and next time you will be sending them the bill to fix it, because they have now been informed, and it would be their negligence next time.
