Most factory installed outdoor TV installations I've seen in towables are along the lines of what you want to do. Only caveat I didn't see mentioned is you might have to beef up the basement wall so the swing arm is mounted into something substantial and the whole works doesn't eventually vibrate itself off the wall. Not an outside mount, but my Jayco TT's factory installed TV is mounted on a swing arm bracket that locks securely when folded back for travel. Has a small pull chain you tug to unlock it.
EDIT: Have you examined your rig's basement to evaluate the ease or difficulty of getting a 110v outlet and coax to the basement if neither is there or close by?
