We like to travel down the Eastern Shore of DE-MD-VA as it is less crowded and more scenic than the I-95 corridor. I would come south on I-81, pick up the PA Turnpike Northeast Extension to I-476 around the west side of Philly to I-95 South. Get off I-95 onto Route 1 in DE. Follow Rt-1 and Rt-13 all the way down the Eastern Shore to the Chesapeake Bay Bridge Tunnel. You can take I-64 around the south side of Norfolk to Rt 168/158 onto the Outer Banks. The are plenty of campgrounds on the Eastern Shore for overnight stops.
On OBX, where you stay depends on what you like to do. The most family oriented resort type places are at the north end of Hatteras Island - Camp Hatteras and the KOA are the biggest.
We prefer to travel further down Hatteras Island, and our favorite place is Frisco Woods Campground on the sound side. There are also Federal Campgrounds, but the do not have hookups.
If you are off season, you don't need reservations too long in advance, but I would have something just in case.
