Not all of it. Basically if you put 3 scales under the tongue and the wheels, and you add 200 lbs between the tongue and wheels you will add a total of 200 lbs to the 3 scales. Where you put the 200 lbs determines how much would be on each scale. Closer to the axles means less on the hitch.
