The $10. variety really just *restrict* water flow - and as
they age pressure & flow will decrease.
*If* you are using one of those try a test without it.
A Watts *regulator* is a vast improvement - and it's adjustable.

Yes, An adjustable Watts is worth the money IMO. My cheapie water regulator said "pre-set at no more than" 45 or 35 but was in real life was only 23 psi when tested with air pressure. That was when we got a Watts, yes worth the money.
OP, if still stuck after all responses here, get a hand held pressure gauge and a few fittings to see where water is getting held up at.
