I have a portable one since I plan to upgrade my truck camper in the next year. I agree these devices are sacrificial and would be inconvenient if tripped when hard wired, but I would avoid plugging back in to the source that caused this and most likely run my generator until I had assurances external power was stable.
I have not heard of the surge protectors being stolen, but I have heard of power cords being stolen for scrap.
