IIRC, our main a/c will cycle or, occasionally not come on at all, or at least until it gets so dang hot that sweat pours. And my cure was to take the 'stat off auto and put it on a specific temperature control. I am not a fan of those currently common little 3" square black thermostats as they seem to have a mind of their own.
The basement weatherstripping on ours was put back in place with some 3M permanent 2 sided tape ("snot")

I'm gonna try to put weather stripping on the top of the door frame too and see if that stays. Each time it is put on the back of the frame(where it usually goes) the door peels it off each time it is closed.
