Look for something like this, inline on the hot wire between the battery and slide. They come in various amperage ratings. If you have no voltage between the two posts, the breaker is either bad, or needs resetting. If you are replacing one, replace with same amperage rating, as that of the old unit.

Voltage between to post would indicate the breaker was open!
You want to read voltage for ground to each post of the breakers, not between the two post. If one side is hot and the other is not, then the breaker is open. For a reading between the post you would want your meter in olms and look for 0 olms or very close to that.
