Are those rules written or just your idea of polite discourse? I agree about the jargon, but do not think caps are shouting, I think someone made that up and others agree without thought. It is just easier for those that are not typists to use the same case. Some great authors have been published in all lower case (Cormac McCarthy), are they whispering? - sdetweilExplorerGenerally for at least the last 15 yrs I know of, caps have been used for emphasis. So all caps would be yelling.

Some CAPS can be used to highlight a point. But is much more difficult to read in a hurry.
But sometimes it is just being lazy and not wanting to properly capitalize sentences.
But e e cummings became famous for his writing and he used no capitals.
