I installed one this winter and instructions say to install with the valve to top side of filler hose. I heard these complaints on Northern Tool site so before installing I blew in mine to see if it was working and it seemed possibly slightly stuck and after hearing ball move was fine. In your case with tank full and up the filler neck I would reach up with a screwdriver and tap the valve . It could be stuck and need an initial dislodging and then it should be good to go.
