The 5er weighs in at 9038 with a hitch weight of 1498 and a carry capacity of 2860. Will we be able to tow this safely ?
Do yourself a favor and use the 5er's GVW, (which I think is 9038 + 2860 =11,898#, correct?), no one tows "dry" or "empty" weight..If 11,898#,a more realistic pin weight will actually be more like 2200# or a little higher....No more than this 5er weighs, right at 12K, don't see a problem.

Your 2016 RAM 2500 is more than capable to tow and carry that 5vr at 12,000#
YES a 16K 5th wheel hitch is more than adequate for that 12K 5vr.
