Yes and no.
Covenants can't override zoning laws.
Covenants can make stricter zoning laws to enforce in the neighborhood,
For instance, HOA can say "no fences" even though fences are allowed in your area.
Just because fences are legal in your area doesn't mean HOA has to allow them.
Also, you have to follow HOA rules.
It seems like he needs to follow the procedure and get an item on the docket to have a vote at the next meeting.
It may work out. Keep it cool and make rational points. Don't get defensive. Lay it out for them in a way that is easy and practical. Give a time limit in that the RV will be in driveway. Personally I think 3 days is about right.
