State laws differ, but almost without exception, covenants are separate from any municipal or state laws. They are very enforceable; the HOA can even foreclose on a homeowner found in noncompliance and have the house auctioned on the courthouse steps.
To the OP: The language of the covenants will be binding. If the language is vague, then of course it is open to interpretation that could be settled in Court if you took that avenue. However, from what you said, the language says you cannot store your RV on the property. Keeping it parked for 4 days is, in my opinion, "storing" while you do your packing and maintenance. You have probably pushed the envelope too far. If you parked it for several hours, even a half day, in preparation of a trip, you probably would have been in compliance.
I suggest you request a meeting with the Board of Directors and admit that your four days may have been stretching the rules, and you are willing to make a compromise of only a half day to prepare or unpack after a trip. I bet they will allow that.
I also have to wonder of perhaps you have kept your Rv on the property longer than you realize or have admitted on this forum. You initially stated 2 to 3 days and then later stated 4 days. I wonder if it has been even longer than that!
