Lose the battle but make them know you were there. Get a copy of the rules, and learn them backwards and forwards. Report every violation you see, take pictures/video and demand action. Ask to see the file on violation notices. Go to meetings and demand an explanation on each and every violation, what was done, what fines were issued and so on.
