If you spend X number of $$$ to live in a nice subdivision you probably don't want to see the value of your property drop when a neighbor starts raising chickens, geese and ducks, paints his house purple, or starts parking his RV for extended periods. You cannot buy property in these subdivisions without approving and agreeing to the restrictions (in writing). They are in place to protect your investment and to provide remedy should others jeopardize your investment.
Someone has to administer the enforcement of the rules or they simply become a joke. HOA's are staffed by unpaid volunteers. Are they always fair and balanced? Not hardly but as suggested above if you are not happy with the direction your HOA is going step up and volunteer but be aware it involves a lot of hard work and long hours.
Just thought I would play the Devil's advocate here. Most folks who cannot live with the structured rules of an HOA do the smart thing and move out to where they are under no such obligations which usually works well until one of their neighbors..... well you get the idea. :C
