Can you legally park vehicles on the street in front of your house? If the city maintains the road then I don't think the HOA can dictate more restrictive parking regulations than the city.
This same problem happened to a guy on my trucking forum. He could legally park his rig on the street out front but not down his driveway. After a few days of legally parking it in front of the complaining neighbors house they decided to change the rule.
