Our HOA had a similar rule and I got the letter. So, I checked with the county and asked about street parking. The county allowed three days of street parking, then the vehicle had to be moved - even if a few feet. (included trailers) so, I told the HOA if I couldn't prep iny own driveway, I would park on the street. I didn't get any more letters.
