The frame is a rail and stile type construction. A dowel won't work as the tongue on the rail isn't long enough (as in a tenon). It appears to me that the glue joint was starved for glue when it was originally put together. Remove the door or drawer, squeeze some Titebond II wood glue in there and clamp it overnight. Wipe off any glue that squeezes out with a wet paper towel. The glue shouldn't stick to the finished surface.
