I suspect there may be plastic plug in the one of your tanks keeping a vent or equalizer from working after it was full, but did not block it as you were filling.
I learned I need to fill the water slowly or allow time for the tanks to equalize prior to topping it off. I top off 3 times to be sure. If the water doesn't start pouring out immmeadeately, I know the tanks are still equalizing.
Nope... 1 filler and right next to it is the vent with a little screen on it. The 1st tank went empty and the 2nd tank was full but not transferring / equalizing all along as it should have with the first one.... so when I put in the 30 gallons it went into the 1st tank. If it happens again on our Thanksgiving outing I will pull the vent hose off that #2 tank and see if that does the trick of moving the water to the #1 tank as it should be doing all along.
