Nonsense. With enough leverage you can break the weld in your example. I've broke fasteners loose that I didn't realize were tack-welded until afterwards.
If you grab the end of a paper clip and straighten it. The wire bent up because you applied a bending moment that was greater than the elastic strength of the wire. The principle is the same for a trailer. They just have a whole lot more strength to start with.
