One park in Show Low is "Venture In", part of nationwide Encore properties and they do offer permanent RV sites that you rent. Show Low is a nice town, at about 6K' elevation. A great place to spend the summer, not the winter.
As mentioned, the Foothills section of Yuma, actually in county territory, has hundreds, maybe thousands of private lots in developments 15 miles east of town proper, paved streets, all utilities in, and zoning allows you to develop your lot for just an RV slab, add a Casita, build an RV shade structure, or build a house, or both. Many lots are for sale, usually already built out to some extent. Yuma has a good winter weather climate.
