Similar thing happened in AZ in the 1980's. A guy opened up several large scale fitness centers offering life time memberships. After several years he closed them all down. Then reopened another chain under a new name and again sold lifetime memberships. He repeated this cycle 3 times until the city made it illegal to sell lifetime memberships for any business.
