How good is the insulation in the RV? If you feel the ceiling, windows, doors, and walls and they feel pretty warm, the heat gain in the unit may be more then the two AC's can handle. Some RV's are insulated better than others. If your RV has adequate insulation and two 15000btu units can't keep up then I think you pretty much have the best that can be had as far as RV's go.
