That's probably why they didn't finish the job.
I see the same thing, there is no hole in that bracket, and the legs seem to be bent and the right side of the shackle is cracked at the bend, looks ready to break. Needs more than an DIY job. I would not tow that rig like that, get it fixed before towing is my opinion.
