I went to a welding shop that I had dealt with in the past. You want someone who does this for a living, if you can.
There are specific dimensions that have to be strictly adhered too with 2 receivers spaced perfectly apart. There is almost zero margin of error in spacing, unlike putting on a single receiver. Plus you want someone that understands the engineering necessary to ensure the necessary strength and longevity.
