Two issues. Legality in where you want to tow. Home-state regs don't apply in states where they may not be legal.

Second is that they =can=, very rarely, cause handling issues by unweighting the pin too much. Was discussing this with a local trailer/hitch shop and he took one off a customer's FW after it started towing very poorly after the swivel-wheel was added. Not saying that it wasn't the way it was loaded, but I was told that the customer tried several different configurations to change the way it was loaded and all gave about the same problem. That's the =only= anecdote that I've heard about this issue, but it is something to be aware of.
