Is sales tax based on the county where dealer or buyer resides? Also what does license typically run in CA? And lastly what others frees do dealers typically try to tack on?

A tire disposal fee before you dispose of tires? I thought tire dealers charged that when you bought new tires and they disposed of your old tires.
