The Voltage 3600 has 3x7000# axles and the trailer's GVWR is 19,000#. The OEM tires are 235/80R16(E). My 3600 empty is just under 15,000# with 4,084# cargo capacity. 3500# tires would equate to 21000# capacity, which is 2000# over GVWR without taking pin weight into account.
If I'm maxed out with at least 3000# on the pin, then my 6 tires only need to carry 16,000#. That works out to 2666# per tire, even less if there is more weight on the pin. My LT tires are rated at 3042#, which still gives me a good cushion over the 2666# I require.
Therefore: 3500# tires are not needed on a Voltage 3600. And I would certainly dump those Chinese-made ST tires. I've got Michelin XPS Ribs on my 3600, LT235/85R16(E). They fit great and there is still plenty of room between tires. I used my OEM rims and air up to 80#.
