Should you rotate tires on a 5th/W and at what mileage should it be done?

We take our FW to get our tires inspected by the business that we originally purchased them from and they don't rotate them. They said it is because they are not under the same use and load as daily drivers or regular tires. What they do is take them off, inspect them, do a free spin test to check for the tire wearing or being uneven. The Free Spin Test is recommended by the Tire Guy - Roger Marble.
