I believe that they could if there is wear in the suspension-pins, bushings or equalizers.
They will move closer together in normal articulation of the suspension. No abnormal wear required.
The cord length of the spring increases as it straightens out under load. Typically the outer end of each spring is anchored and the inner end of each is free to take up the varying spring cord length. As the spring cord length increases, each axle will move about 1/2 of that. It isn't a lot, but then 1" of clearance between tires isn't much either.
