I think he needs to run the scales again correctly.
The only number on those sheets that looks correct is the 1st Steer axle!
If correctly set
On the scale should be more like

Trailer specs are

Dry pin 1,792#
GVWR 12,192#
So the correct way to scale
1st trip truck and trailer correctly placed on the three plates.
Second trip truck only sitting on steer and drive plates.
