Im really happy with mine. I don't have this locking arm interference issue you mention. I wonder if it was just accidentally bent or something in shipment, or packing.
As msmith1 says, there are I think three total positions the steps can lock into that help to make the steps level. And yes, it does increase the step height from top step. But, these adjustments, and the leg adjustments, really make a difference. May not help if you really need a fourth step though, as posted.
