No not at all. However I would say a system like the the automated safety hitch system eliminates wiggle.
The first hitch (as many states require on non-commercial doubles) on the FedEx tractor to the 1st trailer is a 5th wheel hitch, not a receiver/ball hitch, IF the dolly is considered to be a trailer.

The big rig tow dollies use a pintle hitch, right?
Pintle and 5th wheel.
Your assuming all big rig dollies are the same which they are not. Now it might be true FedEx uses a certain dolly.
Any how my point was just what I said ;
** We think nothing of the trucking industry using several types of tow dollies to make up a A train/etc on our highways.**
