If you WANT to tow your 22K 5th wheel with a MDT or HDT, you certainly can. However, as has been demonstrated with the ratings and performance of modern 350/3500 series duallies, you certainly don't HAVE to use a MDT or HDT to tow a 22K 5th wheel.
