Yes, the hitch can be custom built, using the frame, and cross bracing for strength. I have gone this route on previous FW, but have a factory receiver on my current FW. Mine, and I think most factory receivers are rated for 300 lbs hitch/3,000 lb trailer weights. Your 1500 lb boat should be an easy tow.
My double tow experience worked well, with the 2nd trailer tracking very nicely.
