Depends on the perspective, I suppose. :) In NC, even the F-250s need to have a weighted tag -- and since you're declared weight is GCVWR and not just the camper, you have to declare a pretty hefty weight. I have a tag for 21,000 lbs to cover my truck and camper -- and it just barely does. Again...these rules are silly -- since NC also charges a hefty HUT (Highway Use Tax) in addition to the extra I am required to pay for the weighted tag. Recreational use should be exempt from the latter. JMHO, though.
Have you read your state code carefully, Washington codes excludes travel trailers weight from tonnage license of the towing vehicle. Chris
