That 17,000# is what it can PULL not WHAT it can CARRY. As stated by many before that is a GN flat bed with the load placed so as NOT to exceed GVWR.
That is the Ram fifth wheel rating so it certainly is what you can pull but also directly speaks to what it could carry. 3700 lb payload divided by 17000 lb towing is about a 22% pin weight. It’s intersting how those numbers fit together and how uncertainty plays a part in buying a new or used fiver.
