California does allow two towables. However, you must have a commercial class A driver's license in order to do so.
Here's a quote from the license requirements "No passenger vehicle, pickup truck, or RV may tow more than one other vehicle without a Commercial Class A license with the proper endorsement."
I haven't done a lot of research, but I believe you are limited to 65 feet total length when towing double. There aren't apparently any restrictions on whether it needs to be a fifth wheel or a bumper pull.
