check the axle and suspension. I had a similar problem where one side of the trailer seemed lower when it shouldn't have been. Upon inspection i found a leaf spring broke, 2 of the 3 leafs were broke in half. The other leaf spring on that side was more than flattened but hadn't broke yet.
Could be an axle problem also. If you don't see anything obvious maybe you can take some measurements and compare to the other side to try to determine conditions.
