The OP pictures show a very common failure of trailer tires. One can look above, beside, at the axles and at the road, but that is not where this issue lies. Look at the tire itself! Was it ran low on air at some point or is it extremely overloaded. If not, then it just might be the nature of the animal you are dealing with.
