That was true for pre 2017 F350 SRW which has increased to 18000 GVW trailers.
18000 lbs is the maxomum convetional tow rating for the new F350 SRW. 20800 is the maximum 5th wheel and goose neck trailer tow rating for the new f350 SRW. The thing is the SRW trucks still have limited payload. By the time you load your hitch, fuel and family in the truck you don't have enough payload to handle the pin weight of many 5vers over 16000 lbs. As has been mentioned, there are some heavy tridem axle toy haulers and heavy gooseneck trailers that have relatively light pin weights.
