There were more than two failures. You don't re design a product over two. They said there were a few. What does a few mean out of 18,000?
They admitted to what I have been saying all along that their Ultimate hitch was NOT designed properly to handle up to 24K. Of course they did not use those exact words but they did say the beefed it up to accommodate those towing heavier.
