If you are at 13'6" you are going to have to be careful! We utilize a Rand RV GPS and I have my height entered in it as 13'6", even though my actual height is 13'5". But I don't totally trust my GPS so I take additional safeguards.
As others has already stated, purchase a Trucker's Atlas. You can find them at almost any truck stop for about $50.00. It will show designated and non-designated highways. Commercial truck traffic generally stays on designated routes which in most states will keep you away from heights less than 13'6".
The issue you will have is that you are right at the 13'6". I avoid going under anything that is posted as 13'6" even though I am actually only 13'5" high. What if the repaved the road and their measurement is off slightly? Or what if my FW bounces a little while I am going under?
In the front section of the Trucker's Atlas you can check every State and it will list all "low Clearance" locations. When planning our routes I ALWAYS check this section no matter how my GPS is telling me to go.
