Walmart is concerned about liability, not "the law".
Many Coscos won't sell/mount *new* tires on trailers - but no problem if you bring the wheels in for same.

"REAL tire store!" - whatever that is.The "real tire store/s" have employees that were serving you burgers last week at Mickey D's or burritos at Taco Bell..:S
Kind of limited career path - hard work that generates incentive to move on and/or up.

OK - so you go to a Mom and Pop local "real tire store" - and the friendly owner/mgr mounts tires on your trlr wheels that were almost 2 years old. - (He/they did!)

Better watch the any/all (real or imaginary) tire store employee torque your lugs if you have aluminum wheels......
