I had a similar experience at WalMart. Pulled in with a flat trailer tire and they said they couldn't repair it because they were prohibited from jacking up the trailer to remove the tire. I asked them if there was some other method that would work ?????? I mean, don't you have to get the weight off the tire to remove it, right ???
Well, they wouldn't do it and it took quite a bit of convincing to get them to let me borrow their floor jack to raise the trailer. With me doing the removing and installing of the tire, they did do the tire repair.
Sams Club would do the BFG tire recall ONLY if I brought the tires and wheels to them. They wouldn't remove them from the trailer either.
