You really should have found out WHAT they did. :S
Sequence about opening/closing of valves means absolutely nothing.
They are just 1/4 turn valves. Either they are open or they are closed.
Not having them in the correct position does cause issues....not which one is opened or closed 1st, 2nd or 3rd.
Cold inlet..bottom valve OPEN (valve handle parallel with inlet line)
Hot outlet..top valve OPEN (valve handle parallel with outlet line)
Bypass......middle valve CLOSED (valve handle perpendicular with line between cold & hot)
