With the propane ON/OFF switch ON you should have 12V power on RED wire to t-stats and then from t-stats to control module. Then from control module to gas valve on BROWN wire.
T-stats are under the cover above gas valve...right set is for gas (left set for electric)
Power goes to top t-stat (high temp) then to lower t-stat (normal temp) via wire between the two. No 12V power out bottom t-stat replace the set (12V DC set).
If power out of t-stats will need to check power to gas valve on BROWN wire.
Gets power at same time spark electrode does for 6-8 seconds then if main flame lights off power stays on BROWN wire.
No sparking/no power to gas valve........check connection at module (on back of WH) Pull connector and clean contacts.
Still no power.....module is problem.
Hopefully you find problem with t-stats..sometimes the wire connecting top/bottom t-stats breaks/burns off
