I'm not an expert but your water pump should be pumping from the fresh water tank. If you're using city water and don't have any water in the fresh tank I don't see how turning on the pump would help you at all. Actually if you're running the pump dry it will probably stay on trying to pump air and that will probably burn the pump up.
